White River Junction VA Medical Center | White River Junction, VT
After receiving the Award from the Department of Veterans Affairs, TL Services successfully completed the Boiler Plant Dual Fuel Conversion Measure utilizing Compressed Natural Gas for the White River Junction VA Medical Center on time. As of June 30, 2020, our team completed the infrastructure improvements including dirt work, asphalt, concrete, 1,200 linear feet of underground gas piping, electrical, and mechanical work required for this project. In addition, all corrections were made to the boiler plant ancillary equipment required in order to meet the VA’s Boiler Safety Test Design Manual – fuel oil purification skids, infrared boiler burner scanners, etc.
Energy Savings Performance Contracts (ESPC) require that the Prime Contractor develop energy conservation measures that are implemented and the resulting energy savings for each retrofit/measure be guaranteed by the Prime Contractor. In this case, the Prime Contractor is solely TL Services. The project ROI was less than six (6) years. Besides delivering significant cost savings, CNG burns much cleaner than #2 fuel oil and is better for the environment and helps reduce the carbon footprint. By providing an additional source of energy / fuel, this project also helps strengthen the infrastructure and resiliency of the facility.
Overton Brooks VA Medical Center – Shreveport, LA
Contractor shall provide all the labor, material, tools and equipment necessary to improve fire damper access within the main hospital (Building 1). Work includes demolition and construction to include, but not limited to architectural, mechanical, electrical and abatement as necessary to create access routes to new and existing inaccessible fire dampers in order to facilitate proper inspection, testing and maintenance activities. Each location is different. Depending on the location, work will consist of installing new fire dampers, replacing fire damper links and locking fire dampers open. All dampers identified in this project shall be tested in accordance with the drawings and latest edition of NFPA standards and certified by a Licensed Fire Protection Engineer. All work shall be accomplished in accordance with VA guidelines, project plans, specifications, and current applicable code requirements.
Air Filter Maintenance Project – Orlando, FL
Air Filter Replacement at Lake Baldwin Campus, Lake Nona Campus and Lakemont Campus. TLS is to furnish and replace all filters monthly in each AHU and perform visual inspections of each AHU to include a visual inspection on belts, pulleys, coils, and drain pans. Vendor will report daily to the COR & HVAC supervisor of any findings during the completion of each visit.

TL Services provided all labor, materials, tools, equipment, expertise, administration, supervision and transportation as was necessary to perform all the work in accordance with this Bid Build Firm Fixed Price project. Work included replacing six (6) existing 500kW engine driven generators, all associated paralleling switchgear, sixteen (16) existing Automatic Transfer Switchgears along with all heavy MCM cabling for the essential emergency equipment on campus. New equipment was installed using Tier 4 Emission After-Treatment equipment for the six (6) new engine-driven generators, such After-Treatment equipment consisting of; Diesel Particulate Filters (DPF), Diesel Oxidation Catalysts (DOC), and Selective Catalytic Reduction (SCR) means. New mufflers and complete exhaust package(s) were installed on each generator. TL Services self-performed all the electrical labor required including demolition of the heavy MCM cabling and installation of the new replacement cabling and terminations.

The purpose of this project is to repair leaking exterior elevations to include pressure washing precast concrete walls, granite walls and canopy columns, caulking joints, waterproofing; and to correct window leaks by replacing deteriorated glaze and gaskets to include areas that are weak and may leak in the near future.

TL Services and ConEd Solutions Joint Venture received an ESPC contract award for 2 VA Medical Centers located in Little Rock and North Little Rock, Arkansas. Our team completed installed various energy conservation measures, including replacing a 450-ton chiller with a new 900-ton high efficiency chiller for base-loading the plant, along with a new 900-ton cooling tower at North Little Rock VA. The team also installed interior and exterior lighting upgrades, steam trap replacements, steam and hot water piping insulation, repairing multiple steam piping leaks campus-wide, and performing water conservation measures at both locations. Large Carport Photo-voltaic (solar) installations at North Little Rock VA and air compressor replacements at the Little Rock VA are also included. TLS-CES self-performed upgrades on the advanced utility metering systems at both locations as part of the project as well and all WAGES meters are being hosted by the VA’s Corporate Wide Advanced Utility Metering Database.

TL Services and ConEd Solutions Joint Venture developed energy conservation measures that result in energy savings realized by the VA, and the savings are guaranteed by the Prime Contractor. TLS installed indoor and outdoor LED lighting, chiller plant optimization, water conservation upgrades, retro-commissioning, Kitchen Hood Exhaust Optimization, and steam/hot water piping insulation.

Our team members recently completed a $2.4M Design-Build contract (VA Contract Number 36C25220F0056) with the Jesse Brown VA Medical Center, performing a BAS Corrections Upgrade on thirteen (13) critical AHUs, associated heat exchangers and over two hundred (200) associated VAV terminal boxes. Included in our scope on this project was replacing temperature controls and room pressurization monitors within critical areas including all eight (8) Operating Rooms, the Chemo-Pharmacy including Ante-Rooms, Pharmacy Offices, and Dialysis Rooms to name a few. TLS received a CPARS rating of VERY GOOD performance due to our unique ability to perform this project in very critical care areas of a functioning VA Medical Center without one single disruption. This was the first construction project in the recent history of Jesse Brown VA Medical Center where they had a construction project that had zero complaints or disruptions.

TLS provided all the tools, material, equipment, management, supervision and supplies necessary to perform annual Generator and ATS Maintenance Services to the Edward Hines, Jr VA Medical Center located in Chicago, IL for five (5) years. Our services included monthly testing on five (5) generators 1-1,250KW, 1-750KW, 2-600KW and 1-500KW and twenty-one (21) automatic transfer switches. On a monthly basis we inspected each generator for fluid leaks, ensured fluid levels were at normal levels; inspected all operating and safety systems to ensure each unit was operating in accordance with manufactures specifications to include the batteries and their charging systems. We made appropriate adjustments as required and all generator sets were cleaned and wiped down during each visit.
